Abstract
As explained in Chapter 1, the EU adopted in 2010 a social inclusion target of lifting at least 20 million people from poverty and social exclusion by 2020.
At the end of the decade, we have to recognise that the EU has not made the expected progress towards achieving its social inclusion target – which is still more than 11 million higher than the initial 96 million-target. It is therefore important to remain vigilant in assessing the role and effectiveness of the policies adopted to combat income poverty and social exclusion in Europe. Making methodological improvements is also necessary, especially in areas where the existing toolbox lacks tools to assess the effect of policies on a stated policy goal
