Abstract
Similar to other European countries, Luxembourg faces the challenges of an ageing population and a rising burden of chronic diseases. In order to meet the complex care needs associated with chronic disease, health systems need to adapt and evolve, moving away from an emphasis on specialist care and service fragmentation towards more coordinated care (Nolte et al. 2014). Many European countries have sought to strengthen primary care by incentivising or requiring patients to register with a primary care provider (Marchildon et al. 2021), in the interest of improving continuity and coordination of care, in order to address the needs of patients with chronic illness (Nolte et al. 2014; Kringos et al. 2013)...
