Abstract

Deliverable D10.1 – Stakeholder Needs Assessment Report aims to identify and analyze the needs, expectations, and challenges of key actors involved in Luxembourg’s energy transition. Conducted under WP10 and in close collaboration with WP6 (Living Labs), the report provides initial knowledge from early engagement of stakeholders for designing a multi-stakeholder data-driven decision-support systems through the D2ET Decision Support platform.
The current assessment is based on multiple engagement methods — pre-workshops, semi-structured interviews, and an online survey — to identify decision-making challenges, data and model needs, and collaboration mechanisms across government bodies, regulators, utilities, municipalities, industry representatives, civil society organizations, and citizens. Its findings will help shape how future D2ET Living Labs are set up and how decisions involving multiple partners are evaluated.
