Détails du projet
Description
Access to healthcare is a key dimension of high performing health systems. Luxembourg provides universal health coverage through a mandatory social health insurance system, the Caisse Nationale de Santé (CNS). However, the CNS does not cover certain groups who do not fulfil the administrative and financial requirements. While various policies aim to improve access to healthcare in Luxembourg, there is little information on how effective these policies are in addressing access barriers, particularly for the most vulnerable groups.
People who have difficulties accessing healthcare in Luxembourg due to a lack of CNS coverage or other barriers may receive healthcare from Médecins du Monde (MdM) Luxembourg, a non-governmental organisation. In 2025, MdM Luxembourg approached LISER to request support with analysing their data, which is collected during medical and social consultations with beneficiaries. The availability of this rich dataset provides a unique opportunity for better understanding the health and social exclusion of vulnerable populations in Luxembourg.
The objectives of the HAVEN project are:
1) To profile and analyse: describe the characteristics of MdM beneficiaries in Luxembourg over time (2021-2025), with a focus on repeated users.
2) To improve and scale: propose enhancements to MdM data collection instruments to improve comparability with standardised national surveys, thereby laying the foundation for more advanced research.
Anticipated outputs include a report, scientific publication, and policy brief.
