Résumé

We delineate the pivotal findings of the World Development Report 2023 (WDR) and examine their potential consequences for Luxembourg's development cooperation policy overall, as well as for the recently-signed cooperation agreement with Senegal. The WDR provides a range of suggestions designed to bolster the effectiveness of collaborative initiatives in education and vocational training. These recommendations underscore the strong interdependencies between skill acquisition and successful migration.
