Whereas the BCL pursues the objective of price stability and provides a contribution to financial stability; also in its capacity as member of the European System of Central Banks (ESCB), the BCL undertakes economics research, in particular in connection with the definition and implementation of monetary policy and its transmission ti prices and the real economy;
LISER is a public research center with te mission to undertake fundamental and applied research in social sciences that aim to advance knowledge, support policy both at the national and European level and inform society. In this capacity, LISER develops tools for quantitative and qualitative policy analysis serving for causal ex-post evaluation as well as for model based ex-ante impact assessment of policy interventions; in particular, LISER has developed an Information System Platform to collect, archive and manage data.
Since 2009, the BCL and LISER have established a fruitful collaboration with regard to the tasks they have in common, taking the form of joint survey data collection, research projects, the results of wich are intended for publication in the respective working papers series and pee-reviewed academic journal, as well as joint presentations during workshops. In particular, they closely cooperated in collecting household survey data from Luxembourg residents and from cross-border commuter households.
Whereas the BCL is part of Household Finance and Consumption Network (HFCN) established in December 2006 by the Governing Council of the European Central Bank (hereafter the "ECB"). The aim of this network is to collect detailed household data, such as assets, liabilities and income that serve as a basis for additional Euro area indicators, permit comparisons at a highly detailed level across euro area countries, and allow to address key policy questions about the economic behavior of households for which knowledge about distributional aspects is of the essence;
Whereas LISER has expertise and resource in research data collection and collected the HFCS since 2010.
