Abstract

In this paper, we will analyse poverty and inequality among pensioners in Hungary, Luxembourg and the United Kingdom. We will compare the results we obtain for households headed by a retired person to the results obtained for households headed by an economically active person and we will discuss changes in poverty and inequality over time. In Hungary, Luxembourg and the United Kingdom, public pensions are provided on a pay-as-you-go (PAYG) basis. In addition to providing income insurance in old age, these programs have the unique power to transfer income from the lifetime rich to the lifetime poor. The World Bank [(1994), page 101] argues that ?This is their big advantage over other financing arrangements for old age security, and their success in achieving this poverty alleviation objective may be taken as the litmus test of a well-functioning public plan?
