Strategies in favour of the reduction of CO2 emissions in the housing sector

Abstract

In the context of the Luxembourg Presidency of the Council of the European Union and the Kyoto Protocol coming into force, the Ministry of Housing in Luxembourg is organizing an expert meeting on the strategies of the European Union member States for the reduction of carbon dioxide (CO2) emissions in the housing sector. The national allocation plans of the different member States will become legally binding in the year 2008. The responsible ministries and administrations are now looking for strategies and actions in order to achieve the objectives set. If some member States are already some steps ahead and have gained experience from their current programmes, others are only beginning to elaborate their action plans and are caught in a crossfire of implementation problems. For a closer comparative analysis of the actions taken, a comprehensive questionnaire has been sent to the 25 current member States of the European Union and the 4 accession States (see list below).
