The TRANSITER observatory aims to provide a tool to help political decision-makers evaluate the social acceptability of policy measures aimed at the decarbonization and resilience of Luxembourgish society. By so doing, the objective of the observatory is to reduce the implementation gap and facilitate the adoption of effective environmental policies.
To do so, the TRANSITER observatory will first gather several possible policy measures from the reports produced by the teams who have participated in the “Luxembourg in Transition” international consultation and from national and local strategic policy documents. Furthermore, interviews will be conducted with institutional actors to have more detailed information on the selected policy measures. Co-creation workshops with engaged citizens will also contribute to the collection of the measures to be tested but, on top of that, they will also provide invaluable feedback on several other aspects of the project, such as survey testing or the design of the smartphone application.
Then, the social acceptability of these policy measures will be tested on a large panel of citizens over different waves of questions. More concretely, a smartphone application will be developed to allow all citizens who wish to give their opinions to express themselves. Through the TRANSITER application, the sampled population will be regularly asked about their lifestyles and possible changes in behavior, and the social acceptability of specific policies or policy packages. The application will also constitute a channel for disseminating information and diffusing social norms.
Thirdly, a selection of measures that have been deemed largely acceptable by the population will also be tested through focus groups and debates between citizens and socio-economic actors. The focus groups will follow both a thematic (mobility, housing, food, etc.) and geographical approach, that is to say, anchored in territories representative of the spatial realities of the country.
Finally, this work of collection and analysis will be instrumental in creating a portfolio of acceptable policy measures benefiting from the support of the panel and focus groups. The TRANSITER observatory relies on a participatory methodology and aims to become a reference in the study of social acceptability and policy support by leveraging the specificities and advantages of the different methodologies employed.
