Abstract

Almost a quarter of all children in the EU are at risk of poverty or social exclusion. The European Parliament and the European Commission called for a Child Guarantee to ensure that every child in need in Europe has access to free healthcare, education and childcare as well as decent housing and adequate nutrition. This report assesses what could be some of the costs and benefits for the competent authorities of realising this guarantee. It provides a thorough economic analysis of the design, feasibility, governance and implementation options of concrete priority actions that could be included in the guarantee.
