Abstract

The diversification of labour migrations raises new challenges for labour market and industrial relations actors, particularly trade unions. This contribution focuses on cross-border work, using the example of Luxembourg's highly internationalised labour market. Drawing on qualitative research and survey data, the contribution sets out the different dimensions of the unionisation of cross-border workers: cross-border collaboration between unions, individual service provision based on European law and confrontation between union cultures. It then discusses the political dilemmas that may arise when unions defend the interests of cross-border workers. The contribution thus highlights the role of non-state actors, such as trade unions, in building social ties in cross-border regions, and sheds light on the modalities of the Europeanisation of trade union action.
