Description

Organised by the Luxembourg Institute of Socio-Economic Research (LISER), the objective of the international scientific conference is to bring together leading national and international scholars in the social sciences to address the challenges related to the digital, social and green transitions in the labour market, society and education.
The conference addresses the following questions:
- What are the current and projected skill gaps in Europe's labour market, and how are they related to the digital, green, and social transitions? How can we measure skill shortages? What data can be mobilised to measure skill gaps?
- What are the key drivers of skill gaps, and how can they be addressed? How are skill demands changing in the digital, green, and social transition? What is the role of labour supply?
- What are the consequences of changing skill needs and skill gaps for economic growth, inequality, and social cohesion? How are labour markets, firms, and individuals adopting?
- What role can employers play in upskilling their existing workforce, and how can they be incentivized to invest in training and development?
- How can governments and policymakers better anticipate and respond to changes in skill needs? What can be done to prevent skills from disappearing? Do existing initiatives in Europe suffise, and are policy initiatives efficient and efficiently implemented in the EU members states? What role do immigration policies play?
The conference will consist of five panels that address important issues surrounding the measurement, drivers, consequences, upskilling, and policy responses to changing skill needs and gaps in Europe's labour market. We
drafted a series of guiding research questions and we expect to receive contributions for each plannel panel of the conference. The first panel will focus on comparative, quantitative, qualitative (or mixed methods) approaches to
measuring and assessing skill shortages and gaps, while the second panel will examine key drivers of skill gaps and demands in the context of digital, green, and social transitions. The third panel will explore the economic and social implications of skill gaps and mismatches, followed by a discussion on strategies to incentivise employers to invest in training and development for their workforce in panel four. Finally, the fifth panel will examine government
and policy responses to changing skill needs, including the role of immigration policies in addressing skill shortages. Through these discussions, we aim to gain insights into the underlying factors contributing to skill gaps and mismatches, and the potential consequences for individuals, businesses, and society as a whole. Each panel is in addition chaired by an expert in the field.
Early-stage researchers play an important role for the success of the conference. Therefore, we are specifically targeting this group in the conference call. They can share their latest research either with a presentation in one of the panels, or by displaying a poster. The poster session will be based on posters selected by the scientific committee. In addition, the conference call will offer two “ELMI Grants” of 500 EUR each for early-stage researchers. The scientific committee will select the two ELM
