Luxembourg: Developments in working life 2022: Industrial relations and social dialogue

Abstract

After a year 2021 mostly dominated by the COVID-19 pandemic, the socio-political year 2022 was characterized by worries over the increasing inflation and the geopolitical fallout from the war in Ukraine.
On 15 January 2022, a mandatory COVID-Check health pass system at workplaces was introduced, supported by employers and unions. Under this system only workers who were vaccinated, recovered or tested negative could access the workplace. In February 2022, one month after the introduction of the mandatory COVID-Check system, a new agreement between unions, employers and the government rendered the application of the COVID-Check system in companies voluntary and conditional upon approval by the staff delegation. This working paper is extract to the mean publication : "Developments in working life 2022" (this publication comprises individual country reports on developments in working life in each of the 27 EU Member States and Norway in 2022, based on national research and survey results. The topics covered include the policy responses of governments to inflation and how inflation has featured in collective bargaining; the role of the social partners in addressing labour shortages; and the working life of Ukrainian refugees. The reports also include updates on policy developments regarding issues such as the gender pay gap, health and safety, and work–life balance.
